OWENSBORO, Ky. (September 14, 2017) – Kentucky State Police troopers responded to the 400 block of Geary Street in Owensboro around 11:30pm after Owensboro Police Department requested KSP investigate an officer involved shooting.
The preliminary investigation reveals that two officers with the Owensboro Police Department were called to 410 Geary Street to do a welfare check. As the officers were checking the residence, an unknown person ran from the house. One officer gave chase and pursued the suspect for nearly two blocks. The suspect ran back to the house and attempted to hide in some bushes in front of the home. As the officer was confronting him, the suspect, who had his hands in his pockets, told the officer he had a gun. The suspect then lunged towards the officer where the officer discharged his service weapon at the suspect. The officer missed the suspect who then fled again from the scene. Another Owensboro Police Officer was able to capture the suspect and placed him under arrest.
The suspect was identified as David R. Hays, 34 of Owensboro and was charged with Fleeing/Evading Police 2nd; Criminal Trespassing 2nd; Resisting Arrest and Hays also had outstanding warrants. He was lodged in the Daviess County Detention Center in Owensboro.
The Owensboro Police Officer involved was Officer Mark Lusk, 26 of Owensboro. He is a two year veteran with the Owensboro Police Department.
As the officers were arresting Hays, they then noticed the house was on fire. After the fire was extinguished, a KSP Arson Investigator was called to investigate. The KSP Arson Investigator says it appears the fire was started by candles which was being used for lighting. This home does not have power or running water.
As troopers were investigating the officer involved shooting, two people showed up to the house who had drugs and warrants. KSP arrested Brent R. Watson, 31 of Owensboro with Possession of a Controlled Substance 1st Degree (Methamphetamine); Tampering with Physical Evidence and Drug Paraphernalia. Watson also had warrants for his arrest.
Megan N. Arndell, 30 (homeless) was also arrested and charged with Possession of a Controlled Substance 1st Degree (Methamphetamine); Tampering with Physical Evidence and Drug Paraphernalia. Both Watson and Arndell were lodged in the Daviess County Detention Center in Owensboro.
The incident is being investigated by the Kentucky State Police.
